Job Purpose:

The Process Safety Engineer’s primary responsibility is leading and supporting the site’s Process Safety Management strategies while maintaining compliance with regulatory requirements.  Additional responsibility will be to provide process engineering support to improve safety; environmental results; operating rates, efficiencies and yields.

 

Principal Accountabilities:

·         Coordinates and facilitates process safety management through leading the site’s Process Hazard Analysis (PHA)/HAZOPs programs to identify, evaluate and control potential hazards within processes including hazard identification, risk assessments, mitigation planning and project implementation, development of procedures, compliance auditing and compliance reporting.  Supports plan compliance requirements for OSHA, PSM & ERP regulations

·         Ensures that an annual program of PHAs are compiled and adhered to which includes the close out of actions related to PSM and the completion of annual site internal audits.   

·         Plans mitigation of process safety risks and manages projects to implement mitigation plans.

·         Reviews all MOCs for PSM related items.  Ensure PSSR (Pre-Startup Safety Review) are completed for all Management of Change (MOCs).

·         Ensures that process safety related documentation for all identified hazards are developed and maintained.  This includes reviewing and organizing P&IDs and PFDs as necessary.

·         Identifies process safety training needs and provides that training through in-house resources or external consultancy.

·         Acts as site point of contact for all process safety related matters and provides day-to-day advice & guidance on process safety issues.

·         Provides engineering technical input into process hazard studies and capital projects.  Reviews projects, changes and activities to ensure Process Safety items are identified and addressed.

·         Supports as key site representative with plant insurance audits, regulator audits and internal audits.

·         Devises and implements PSM standards and incorporates best practices from other sites.

·         Applies Lean, Six Sigma and other continuous improvement tools and techniques as required in support of operations Lean efforts.

·         Provides technical support and problem solving to the manufacturing teams.

·         Carries out any other duties, which are within the employee’s skills and abilities whenever reasonably instructed.

      Scope:

·         Works independently, within operational plans and policies; gives work instructions to and plans work for others.

·         Operations are of a mid-high level of complexity.

·         Leads and coordinates complex engineering design challenges.

 

 

 

Qualifications/Knowledge/Experience: 

·         Bachelor of Science degree (BS) or equivalent in Chemical Engineering, or related engineering discipline.

·         Specific training in Process Safety Management or Regulatory Management.

·         Demonstrated minimum 5 years in chemical industry operating experience with emphasis and managing a Process Safety Management program in chemical manufacturing facility.

Personal Skills & Key Competencies:

·         Must be self-motivated, and able to work effectively with minimal supervision.

·         Must be highly skilled in the use of computers, including Word, Excel, PowerPoint and Outlook.

·         Excellent formal and technical presentation skills.

·         Good understanding of internal and external audit procedures and incident investigation techniques.

·         Demonstrated collaboration and problem-solving skills.

·         Critical thinking and technical writing capabilities.

·         Good understanding of internal and external audit procedures and incident investigation techniques.

·         Clear and concise communication skills are essential.

·         Demonstrates excellent organization and leadership skills.
