Human Resources Manager-Human Capital Management (HCM)

Manage all aspects of UltiPro HCM (Human Capital Management) system and Kronos Time and Attendance, including configuring and running salaried and hourly payroll and Core HR, interfaces and management reporting. Stay current on best practices in HR and HR Technology and drive continuous improvement. Manage policies, procedures and programs covering employee relations, labor relations, benefits and employee development in support of strategic business objectives. Investigate and resolve employee relations and labor relations issues, working with managers and union representatives. Manage the seniority provisions of the Collective Bargaining Agreements in regards to bidding and layoffs. Handles union retirement inquiries and provides data to actuary.
Knowledge, Skills and Abilities Required:
Manages the entire UltiPro payroll and Kronos time and attendance process for all US employees and all related interfaces and management reporting including year-end reporting, wage garnishments, general ledger files and reconciliation of deductions and earnings.
Handles employee relations and labor relations issues for union employees. Conducts investigations, including first step grievance investigations, administering company policies and resolving conflicts. Prepares initial written grievance responses. Issues disciplinary actions.
Ensures union new hires and layoffs are conducted in accordance with the terms of the bargaining unit agreements. Accountable for tracking Automatic Progression pay increases and due dates per the bargaining unit agreements and for tracking Probationary Employee Reviews and annual Office Union reviews.
Work with HR Director to manage policies, procedures and programs covering employee relations, labor relations, benefits and employee development in support of strategic business objectives for US operations.
Insures weekly union medical and optional life premiums deductions are current and follows up and takes appropriate action when union medical premiums are delinquent. Updates for contract and rate increases.
Administers Tuition Reimbursement policy, requests and approvals for personal and medical leaves of absence per the Family and Medical Leave Act (FMLA), the bargaining unit agreements and Company practice.
Complete projects as assigned by HR Director, including but not limited to EEO/Affirmative Action programs, routine reports, such as VETS 100 and EEO-1 Report, Pension Census, Tuition Reimbursement policy and represent the Company when requested at unemployment hearings.
Trains new users on Time and Attendance and HCM system. Maintains security for system access.
Communicates the established Company employment practices and policies to Production Cell Managers and other supervisors and responds to Supervisors/Managers requests for information and management reports.
Handles nonunion open enrollment transactions and file updates. Processes union pension requests and provides information to employees on union pension and union and non-union benefits.
