You have a keen interest on public health. You have management experience in the private sector and a deep knowledge of the issues associated with the implementation of public health programs. Management Partner Competencies: The ideal candidate should have the following qualities:
- Strong problem-solving and implementation skills;
- Excellent interpersonal and coaching skills, high resilience and adaptability;
- Private sector managerial experience, combined with global health experience (ideally vaccines or immunisation programmes); experience in management consulting with top firms a strong plus;
- In-depth and capitalized knowledge of staff performance management tools and methods;
- In-depth and capitalized knowledge of program management tools and methods, operational planning, budgeting, financial management cycles and procedures;
- Strong knowledge in financial management;
- Strong knowledge of the region - or specifically Côte d’Ivoire - and experience working in complex environments where resources are limited;
- Commitment to reside in Côte d’Ivoire for 24 months;
- Relevant advanced degree (Master, MBA, Master in Public Health (MPH));
- Fluent in French
- Proficiency in English is a strong plus.

What You Will Do and How You Will Grow
Role of the Management Partner: The Management Partner will work to ensure: (i) the MCU’s operationalization as a new institution within the MoH, including the design and implementation of the MCU’s macro-processes (especially monitoring, evaluation, and disbursement) across vertical programmes and national health systems; (ii) the elaboration of the MCU’s internal manual of procedures, collaboration principles, and service level agreements with its partner institutions; (iii) the recruiting of qualified staff within the MCU; (iv) the effective day-to-day operation of the MCU with the development of a results-focused culture based on team and individual performance, targets and associated ways of working, and tools; (v) the coaching of the head of the MCU to ensure he or she has buy-in from his or her team as well as key partners; (vi) the MCU team has the technical and management skills needed to fulfil their mandates; (vii) the MCU team achieves results that are catalytic for the broader health system in Côte d’Ivoire and enable complementarities / harmonisation with its vertical programmes, especially the EPI (e.g., management of partner grants with regular and detailed reporting on the use of funds through dashboards).
The Management Partner will report to a senior Ministry of Health official, and the Dalberg team.
Context: Gavi, the Vaccine Alliance, is an international organization is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Alliance brings together developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Since 2000, Gavi has contributed to the immunisation of nearly 640 million children and the prevention of more than 9 million future deaths
Strong leadership and management of national governments is necessary to reach all children with life-saving vaccines. To sustainably strengthen that capacity Gavi is rolling out the Management Partner (MP) program together with Dalberg Advisors. The short-term goal of this engagement is to increase immunization coverage and equity goals, while strengthening the executive capacity of managers and other stakeholders in Ministries of Health.
The Management and Coordination Unit (MCU), within the Directorate General of Health, will play an instrumental role in establishing all necessary procedures pertaining to the (i) monitoring of programme delivery, and (ii) fiduciary duties for donors.
Gavi is partnering with Dalberg Advisors (Dalberg), a strategy consulting firm specialized in economic development, with a strong focus on public health, to implement the Management Partner program. The Management Partner will be part of the Dalberg community and work closely with the Dalberg leadership to drive the program. Dalberg will provide the Management Partner with continuous strategic guidance, as well as management expertise and tools throughout her or his tenure.
