Senior Water Infrastructure Project Manager

DEA’s Portland, OR office is currently seeking an experienced Senior Water Infrastructure Project Manager whose primary focus will be the development of business relationships, sales and project delivery of water and/or wastewater services for existing and new clients.


This position will require the candidate to utilize their expertise in water infrastructure engineering related projects, including, but not limited to:


  • Wastewater collection system planning and design
  • Water distribution system planning and design
  • Pump station and lift station analysis and design
  • Hydraulic modeling of water and/or wastewater systems
  • Water reservoir and well design
  • Pipe rehab and replacement design


The ideal candidate will be an experienced Water Infrastructure Engineer and Project Manager with a proven record of developing client relationships, leading competitive solicitations, and delivering or managing projects for our clients in Oregon and throughout the Northwest.  




  • Serve as a Project Manager and help grow the Oregon Region (ORR) Water Infrastructure practice, while managing, coaching, and mentoring staff in professional, technical, and business development efforts
  • Work in a highly flexible, team-oriented environment with individual and group responsibilities for business development, sales, financial performance and internal and external client deliverables and schedules
  • Responsible for all aspects of project development and delivery, including scoping, budgeting, contract negotiations, and project execution (including preparation of engineering plans, specifications and cost estimates (PS&E), etc.).
  • Work with other senior Water and Environment Business Unit (WEBU) Managers, Marketing, and Business Development Leaders to initiate, identify and support project pursuits and assist in project execution
  • Serve as a project pursuit champion, when applicable
  • Assist in preparing proposals and participating in interviews
  • Work with the other senior WEBU Managers and group leaders on strategic planning activities
  • Work with the other senior WEBU Managers and group leaders to identify capital investments, strategic alliances, key hires, acquisitions and growth opportunities


Basic Qualifications:


  • Minimum 10 years of experience designing water infrastructure projects
  • Registered Professional Engineer in Oregon (Washington and California a plus)
  • Bachelor’s degree in Civil or Water Resources Engineering
  • Track record of winning and executing water infrastructure projects for public and private clients
  • Excellent written and oral communication skills
  • Local knowledge, contacts, projects and client relationships


Preferred Qualifications:


  • 15+ years of experience designing water infrastructure projects
  • Washington and California Professional Engineering License
  • Expertise in water and/or wastewater master planning and feasibility studies
