Water Resources Project Manager

DEA’s Portland, OR office is currently hiring an experienced Water Resources Project Manager in our Water and Environment Business Unit (WEBU). The primary focus for this position will be the development of business relationships, sales and project delivery for existing and new Water Resources clients.  This position will require the candidate to utilize their expertise in water resources engineering related projects, including, but not limited to, stormwater and sanitary conveyance design (gravity and pumped systems); surface water hydrology and hydraulic analysis and design; stormwater facilities design; floodplain management; culvert and bridge hydraulics; stream, wetland and habitat restoration analysis and design; assist in preparation of water, sanitary and stormwater infrastructure feasibility studies and master plans; preparation of engineering and construction plans, specifications and estimates;  coordination with regulatory agencies for project permitting.  


Position Responsibilities:

  • Work in a highly flexible, team-oriented environment with individual and group responsibilities for business development, sales, and internal and external client deliverables and schedules
  • Coach and mentor staff in professional, technical and business development efforts
  • Responsible for all aspects of project development and delivery including scoping, budgeting, contract negotiations and project management and execution
  • Work with General Manager, Marketing and Business Development Leaders to initiate, identify and support project pursuits and assist in project execution
  • Serve as a project pursuit champion, when applicable
  • Assist in preparing proposals and participating in interviews
  • Work with the General Manager and others to identify capital investments, strategic alliances, key hires, acquisitions and growth opportunities



Basic Qualifications:

  • Bachelor’s degree in Civil Engineering, Water Resources or related field (Masters a plus)
  • Registered professional Engineer in Oregon (Washington a plus)
  • Minimum 10 years of experience as a project manager supporting water resources business development, sales and project delivery efforts
  • Knowledge of local, state, and federal stormwater management designs standards and regulations
  • Strong written and verbal communication skills.
  • Proficiency with stormwater management design software including HEC-RAS knowledge/experience
  • Technical memorandum and report writing skills
