TRAVEL REQUIREMENTS:  Yes /// Deployable 4 months (HAZ.  CONUS/OCONUS) factors /// per year

Job Description OVERVIEW:
(U) Translates Government requirements into project plans from configuration to deployment and sustainment for a particular IT subject matter area (i.e., simple to complex systems).
(U) Assists other project members with analysis and evaluation and with the preparation of recommendations for system improvements, optimization, development, and/or maintenance efforts in the following specialties: information systems architecture; networking; telecommunications; automation; communications protocols; risk management/electronic analysis; software; life-cycle management; and modeling and simulation.
(U) SMEs are authorities on past and current technologies necessary for mission success in hostile areas.

   • N/A

   • Bachelors Degree + 6 total years experience in collection, processing and distribution technology.
   • No Degree + 10  total years experience

NOTE: Degree in a technical or business discipline from an accredited college or university is required.


Subject Matter Expert Personnel assigned to a functional area shall have experience in the related specialization defined in Skill Specialization Requirements and Experience.


Labor Category Qualifications and Responsibilities:
(U) Work independently; manage schedules to meet customer requirements. Meet with the clients, stakeholders, and customers to define technical project scope, gather Government requirements, and suggest policy recommendations and solutions

(U) Sustain operational dataflow systems

(U) Coordinate and perform analysis to identify and incorporate new technologies, produce new processing and reporting capabilities, integrate with other Government systems and/or processes, or upgraded or reconfigured Government systems

(U) Provide analysis and innovative solutions to networking, security, and communications challenges. Implement enterprise-level networking or security products or similar projects

(U) Identify project risks and determine the administrative or engineering means to mitigate the risk

(U) Develop and apply statistical methods, counterintelligence and computer forensic analysis techniques to troubleshoot any issue and resolve challenging network and analysis problems

(U) Use software utilities and/or hardware functionalities to resolve anomalous operational issues

(U) Provide analysis and documentation on emerging threats, issues and/or changes in operating scope. Brief Government technical and management staff as required

(U) Perform end-to-end configuration, implementation, test, deployment, and documentation of Hostile area IT systems

(U) Customize Network topologies to maximize dataflow and minimize latency

(U) Investigate and resolve unexplained anomalous network activity

(U) Document new/potential sources of unauthorized access to networks, databases and systems and potential mitigation strategies
