Job Description OVERVIEW:
The Software Central program provides support to agency customers utilizing the Enterprise Software Repository for software that is commercially licensed (COTS), developed by the Government (GOTS), and imported from the internet (FOSS).  The BPR1 position is primarily responsible for documenting/updating SOP's, Process Diagrams, and other program documentation.  Responsible for the development and updating of program metrics. 

Responsibilities include:
   • Technical writing ability to document SOP's, Process Diagrams, and other program documentation
   • Proficient PowerPoint and Excel skills to develop and update program metrics
   • Ability to review and document processes and workflows and make recommendations and updates as needed
   • Requirements management is a plus!

Note EDUCATION Qualifications:   Each Labor Category level is defined below.  If Degree holder, must be Engineering, Math, Science, Information Technology or Business from an accredited college or university is required.

Required Domain Skills:
   • IT – SAM Best Practices, Requirements Management, DOORs, SW Lifescycle
   • Financial background following monies through an accounting system


LABOR CATEGORY REQUIREMENTS:
Applies process improvement and reengineering methodologies and principles to conduct process modernization projects.  Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer.  Applies as appropriate: activity data modeling, transaction flow analysis, and internal control and risk analysis. Develops modern business methods. Applies performance measurement techniques

     Skill for BPR Specialist, Level 0
      Education Qualifications:
      • Associates Degree  +  No demonstrated experience

      BPR Specialist, Level 0  shall be able to perform the following indicated tasks:
      - Assists in establishing standards for information systems procedures.
      - Develops and applies organization-wide information models for use in designing and building integrated, shared software and database management systems

     Skill for BPR Specialist Level 1 
     Education Qualifications: 
      • An Associate’s degree + Two (2) years, OR
      • High School + Four (4) total years of additional business process re-engineering experience

     BPR Specialist, Level 1 shall be able to do all of the indicated tasks:
      - Constructs sound, logical business improvement opportunities consistent with corporate Information
      - Management guiding principles, cost savings, and system architecture objectives
      - Assists in establishing standards for information systems procedures.
      - Develops and applies organization-wide information models for use in designing and building integrated, shared software and database management systems.

     Skill for BPR Specialist, Level 2
      Education Qualifications: 
      • Bachelor’s degree + Six (6) years, OR
      • Ten (10) years total business process re-engineering experience

      BPR Specialist, Level 2 shall be able to do all of the indicated tasks:
      - Coordinate between multiple project teams to ensure enterprise-wide integration of reengineering efforts
      - Responsible for effective transitioning of existing project teams and the facilitation of project teams in the accomplishment of project activities and objectives.
      - Constructs sound, logical business improvement opportunities consistent with corporate Information
      - Management guiding principles, cost savings, and system architecture objectives

     Skill for BPR Specialist, Level 3
      Education Qualifications: 
      • Master’s degree + Six (6) years,
      • Bachelor’s degree + Eight (8) years, OR
      • Twelve (12) total years business process re-engineering experience

      BPR Specialist, Level 3 shall be able to do all of the indicated tasks:
      - Identifies and recommends best practices
      - Creates and assesses performance measurements. Provide daily supervision and direction to staff.
      - Coordinate between multiple project teams to ensure enterprise-wide integration of reengineering efforts
      - Responsible for effective transitioning of existing project teams and the facilitation of project teams in the accomplishment of project activities and objectives.
      - Constructs sound, logical business improvement opportunities consistent with corporate Information
      - Management guiding principles, cost savings, and system architecture objectives
