About You:   A committed and passionate senior legal professional looking to work as part of an inspiring and dynamic team of human rights workers. The candidate will have exceptional communication and administrative skills and embrace a collaborative, team approach to the work they do. The candidate must have experience working on justice projects in Iraq and will be eager to contribute to innovative human rights projects that support some of the most vulnerable people in Iraq and the Iraqi Kurdistan Region (IKR). The candidate must also have experience working with different stakeholders both in government and outside of it, as well as with people of different ethnicities, religions, and sexual orientation.

Organizational Background:

Heartland Alliance International (HAI) is the global arm of Heartland Alliance for Human Needs & Human Rights, a family of organizations that has been leading anti-poverty and social justice work in Chicago for more than 125 years. HAI’s offices around the world implement programs on a range of global human rights issues, including in the Chicago-based Marjorie Kovler Center for the Treatment of Survivors of Torture, which serves individuals from more than 50 countries. HAI has significant expertise in the fields of trauma-informed mental health care and access to justice for survivors of rights abuses. It is also an industry leader in access to high-quality and stigma-free health care. Across all of its programs, HAI promotes progressive, innovative approaches to human rights protections and gender equality.

HAI has been working in Iraq since 2004, helping victims of human rights abuses heal and access justice, and providing training and resources to help Iraqi human rights activists build capacity and strengthen local organizations. HAI is active in torture prevention and treatment, gender-based violence and suicide prevention, addressing the impacts of human trafficking, juvenile justice reform, LGBTI rights, mental health, refugee protection, and religious and ethnic minority rights. HAI’s team in Iraq is based in Iraqi Kurdistan, Baghdad and Kirkuk, but is active throughout Iraq.

 

Overview

The Legal Technical Coordinator will support the continued growth of a culture and practice of high-quality access to justice programming for HAI’s Iraq office as well as the continued development of the HAI Iraq legal unit.  Primary responsibilities include designing, developing, and overseeing HAI’s access to justice legal services and programs; building the capacity of HAI staff in access to justice; and promoting programmatic access to justice learning processes both internally and externally. The position will ensure that access to justice systems and capacity building are established and implemented to advance and embody HAI’s mission and human rights principles. The Legal Technical Coordinator will be responsible for providing timely, regular, high-quality access to justice technical support to the Iraq office with both new and ongoing programs.

 

Essential Duties and Responsibilities

  • Guides the implementation of access to justice programming and the methods of quality assessment, with a focus on technical aspects and quality assurance through close monitoring.
  • In coordination with project managers, ensures that access to justice efforts are implemented according to HAI standards and that policies and procedures for legal services and training is streamlined and made more uniform throughout all HAI and partner projects.   
  • Ensures technical oversight and field-monitoring of the legal staff in close coordination with project managers, notably to ensure quality control and adequate implementation of the planned tools and frameworks.
  • At the request of the Country Director, supports HAI advocacy and planning with the High Judicial Council, the Ministry of Justice and the Ministry of Interior;
  • Provide technical support to local partners in representing cases, sometimes serving as co-counsel when required.
  • Provides technical support or acts as co-counsel for highly sensitive or important cases handled directly by HAI.
  • Assists HAI in identifying criminal and civil cases that can positively impact on the Iraqi legal system, establish a precedent, or have wider impact on improving the justice system,
  • Oversees and advances implementation of case audit reviews on a regular basis in accordance with the Case Audit Protocol; develops guidance based on gaps identified; updates HQ Access to Justice Technical Advisor quarterly on progress.
  • Provides capacity building training to national legal staff in conjunction with the HQ-based A2J Technical Advisor.
  • Offer legal advice and interpretation of laws to the country team and contribute to the development of MOUs and partner subawards.
  • Works with the Country Director and senior staff to support legislative advocacy through legal review of proposed legislation and research on sample legislation.
  • As needed, in collaboration with HQ Access to Justice Technical Advisor contributes to the development of case studies of successes and lessons learned, and other publications to highlight HAI’s niche areas of expertise and value added.
  • Provides regular comprehensive program updates to supervisor as to program status, current and emerging issues;
  • Liaises regularly with HQ A2J Technical Advisor to share significant legal updates, challenges, identified needs to build the capacity of the legal unit and partners.
  • Contributes to drafting donor narrative reports and ensures regular follow up of with project teams to ensure quality reporting.
  • Participate in the recruitment and training and onboarding of legal field staff
  • As possible attends relevant coordination groups and takes notes to circulate to relevant staff.
  • Develops scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the Program Development team and HQ Access to Justice Technical Advisor for concepts notes, proposals and service delivery partners as required.
  • As needed, supports HQ Access to Justice Technical Advisor with developing guidance, tools, case studies, models, and other materials related to access to justice programming to promote learning across country offices.
  • As requested by supervisor, represents HAI and its projects in professional and public settings, and makes presentations at professional meetings and conferences.

Qualifications

Education and/or Experience: 

  • Level A Consultant Lawyer and member of the Iraqi Bar Association and/or Kurdistan Bar Association
  • Advanced degree in Law preferred.
  • Minimum of five years legal experience .
  • Ability to travel and spend extended periods of time in Baghdad and other governorates in the center and south of Iraq.

 

Technical Skills: 

  • At least three years of experience implementing access to justice/human rights programming in development and/or humanitarian settings in Iraq, or equivalent experience in major human rights litigation.
  • Basic understanding of international human rights law and a demonstrated commitment to universal human rights.
  • Experience with legal needs of vulnerable and minority populations in Iraq, such as refugees, internally displaced persons / returnees, unaccompanied and separated children, and survivors of human rights abuses
  • Program design and development experience preferred
  • Demonstrated ability to train staff and implementing partners on access to justice

Language Skills: 

  • English language communication skills required
  • Proficiency in oral and written Arabic and/or Kurdish required

Computer Skills: 

  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems
